DesCentro - a de-centralized research space

DesCentro emerges as a strategy that simultaneously contains and is contained (by) a number of activist networks throughout Brasil, aiming at providing a structure that allows in-depth research, fosters exchanges between both local and global partners and the publicization and distribution of the production of these networks.

Brazlian Context

During the last few years, mostly 2005, a time of great endeavor for brasilian media activist and critical theory groups have come. The governmental support on issues such as f(l)oss and open content licenses and the shortage of this same government on qualified staff to carry its "digital inclusion" and cultural projects influenced some people involved with these movements to actually work within governamental structures, being able to simultaneously influence public projects and policies related to technology and its local contexts. Moreover, events such as midiataticabrasil, findetático, sinapsedigital, digitofagia and submidialogia promoted instances of contact between people in different groups.

These events started to forge a bigger and diverse network, articulated with social movements and organizations abroad. Furthermore, the very same way this network uses to meet and organize has become the methodology for those public projects.

Two problems, however, arise in a mid-term basis:

  • If we were successful in promoting meetings and fostering a network to grow, the same can not be said about getting deeper into the knowledge generated between those people. Little effort is done in terms of structured documentation and even less in analysing the available documentation. Some people have tons of DV tapes or MDs full with interesting material behind their beds. And even if the work for the government is still done in a self-organized and somewhat free way, there is no room (nor time) for critical research upon those projects.
  • All these processes inside the government are as efemerous as any latin american political project can be: if Lula loses the elections next year, no one can assure the projects will continue. These people were together before the current government, and will hopefully remain together once it ends, but at what cost? What can be done in the search for sustainability of brasilian critical media groups?

  1. networks - find, index and articulate groups, ngos, people, networks that are part of the bigger network, as well as spaces and events maintained by these people
  2. suggest axis and working platforms: tools, structures, actions
  3. point out the concepts and define the content areas
  4. define viable projects in short-, mid- and long-term

The main goals behind DesCentro will be planning mid- and long-term actions for new media and digital inclusion practitioners and researchers in Brazil, providing a permanent online infrastructure for their content to be publicized and becoming a true distributed and open reference center for them to use. The intention is to develop an environment in which research and projects can be developed, not depending on the current political constellation. That will be accomplished by acting as a projects office and research network that remains connected with the independent groups that constitute the brasilian scenario and on looks for funding for project generated and executed by those groups.

In other words, it's a planning
approach for the  next years

Our actions in the last years have been of identifying and growing a network. We have successfully used the idle infrastructure of government instances, ngos, universities and companies to promote collective actions. However, the moment urges for the maturity of this network. Brasil doesn't have a stable political scenario yet, and we can't afford the risk of losing all our support in two years. Measures should be taken aiming at the independence and autonomy of this network. DesCentro is one such action. We hope to be able to streghten and expand the network by the promotion of moments and spaces (both permanent and temporary) for the convergence of practices and independent/local researches, solidified through a series of multimedia material, planned workshops, events and other activities with the network.
