Jumpstarting des][centro

Descentro will work on locations distributed troughout Brazil. Organization will be carried out mostly on-line. There will also be use of temporary spaces. DesCentro will organize weekly virtual meetings, and at least two face-to-face encounters during the year.

Areas

In 2006, DesCentro actions will be focused on three main areas:

meta-research

The goal of the meta-research is to situate des][centro in the broader context of brasilian media activism, social movements, critical theory, independent and autonomous groups and governmental projects and to establish mid- and long-term commitments for des][centro. Concretely, by the end of the process metaresearch will create a manifesto that will set up Descentro as an institution, clearly defining bases, concepts and methodology. Meta-research will look into:

• point out the concepts and define the content areas
• define how des][centro positions itself onto the broader context of Brasilian and international activism, media arts and critical theory, and the relationship with external networks
• define working platforms: tools, structures, actions, organization, methodology, boundaries
• define viable projects in short-, mid- and long-term
• develop a methodology that explains and sets milestones for the brasilian way of relating to space, locality and group identity

context research

Context research aims at indexing, editing, analysing and publishing the content created in the last years as result of the events and projects of the brasilian networks, as well as promoting a critical approach to this material.

• networks - find, index and articulate groups, ngos, people, networks that are part of the bigger scenario, both in Brasil and abroad, as well as spaces and events maintained by these people
• video gathering and editing
• Study Groups - in a broad range of subjects, taking place throughout Brazil, as well as in an online environment, aiming at deeper development, both conceptual and practical, of practices related to DesCentro interest fields.

space invaders

Creation and development of specific activist and/or media art projects, events and interventions.

• submidialogia #2 - The second edition of submidialogia, during the elections week, in Recife (http://en.wikipedia.org/wiki/Recife) / PE => public release of des][centro + rules for joining
• Residency - Promote interchanges between governamental projects, independent and autonomous spaces/groups and projects abroad.

Specific actions

Des][centro actions will be developed in two stages in 2006.

Stage 1

April - june

• Define a graphic identity (meta-research)
• Finish and release the submidialogia post-conference reader PDF (context research)
• Establish an online environment for internal conversations, decision-making and publication (meta-research)
• Server - Buying and setting up a server at waag's datacenter, to store edited content, streaming server and other projects (space invaders)
• First des][centro meeting (meta-research + space invaders)
  • Set up methodological perspective on descentro as a distributed space / relationship with external networks
  • Des][centro Manifesto, draft 0.1

Deliverables:

1. An information package containing:
   1. des][centro manifesto, version 0.1
   2. methodology and content areas
   3. submidialogia post-conference reader
2. Public website running on http://pub.descentro.org

Stage 2

July - december

• background - images, audio, video and text edition (context research)
• cartography (context research)
• submidialogia #2 (space invaders)
• second des][centro meeting (metaresearch + space invaders)
  • planning a proper infrastructure for residencies
  • formalizing des][centro

Deliverables:

1. Publication of edited material on background / context research on http://pub.descentro.org
2. Release of cartography for selected external networks and the platform (as it will have plenty of sensible information, such as groups that have free radios, we will not make it public)
3. Submidialogia #2 report
4. Plan for a publication + DVD to be released in 2007, result of metaresearch and context research + external networks
